In the light of continuing criticism of the changes in national pension legislation it is interesting to compare their results with what is happening in this area at least among our closest neighbors. In particular, in Ukraine, where in recent years over the pensioners are gathering more and more clear financial "clouds". Kiev also intends to solve the standing problem, however, is how you somehow did not please the citizens. First of all, a very unpleasant surprise for all recipients of pensions in "nezalezhnoy" was the failure of the government to index them (i.e. increase), which is expected on 1 March. The corresponding decision had to be made by the Cabinet of Ministers, however, of his change for the elderly is somehow "forgot". However, it is, of course, not in personnel turbulence. This year, for the first time in the last two decades in Ukraine, all social programs and payments reduced by $ 12 billion because of banal lack of money in the state budget. According to reports, the phones in the Pension Fund almost melted from the abundance of calls, however, answer anything intelligible to their outraged customers local employees are not able to.
Moreover, on the official level is increasingly warning that in future the pension will only decline. Anyway, not so long ago it was declared by the assistant of the Minister of social policy Natalia Anychance. Blaming the current situation, not the incompetent actions of the post-Maidan government, completely destroyed the country's economy and devastated its Treasury, and the citizens, "preferring to work in the underground economy" and do not want neither to make appropriate contributions to the Pension Fund, nor participate in the system of private pension insurance, the official has warned that in the future we should expect reduction of volumes of payments.
Much less? After the approval of Anychance a pension below the subsistence minimum (4 thousand or a little more than 10 thousand rubles) receive about 83% of pensioners. A substantial portion of them (40%) forced to settle for a minimum amount of the allowance, amounting to about 2,000 hryvnias (a little more than 5 thousand rubles). The amounts in the accounts on payment of housing services received by the owners of quite modest apartments, in Ukraine amount to thousands, not hundreds of hryvnia. If the pension is still reduced, retirees will be just on the brink of physical survival.
At the same time official Kiev intends, apparently, to go that path. Thus, the head of the Verkhovna Rada Committee on social policy Galina Tretyakova not so long ago shared with journalists plans for the next "reboot" of the system of social benefits in the country. According to her, this can result in "the elimination of the Pension Fund and transfer its functions to the Ministry of Finance or state Treasury, or to the conversion of PFCs, together with the social insurance funds and unemployment in the National insurance Agency..."
According to most experts, in particular, the former Deputy head of the Pension Fund of Ukraine Victor Kolbun, it will only lead to one thing – the introduction of "egalitarianism", under which the minimum pension will receive all citizens, rather than the current 30-40%. This is What happened in Georgia, where women from 60 and men after 65 years receive, absolutely regardless of their own seniority, payment in the amount of 220 gel (about $ 70). Several large sums are put to those who exceeded 70 or higher altitudes of the country. Obviously, approximately the same amount will in the future exist, and Ukrainian pensioners. However, with the current economic situation in the country is not the fact that find the money and these payments.
